The Siviora Foundation is implementing an initiative to help vulnerable groups submit applications to the International Register of Damage.

Most requests come from people who have lost access to their homes in temporarily occupied territories and internally displaced persons.

During the submission process, applicants face several barriers: lack of a computer or digital signature, loss of property documents, difficulty using the Diia portal, and confusion caused by complex legal terms used in the application form. For most people, this is a new and challenging process.

Siviora’s team supports applicants at every step — from technical assistance and clarification of legal terms to consultations and guidance throughout the submission process.

The initiative is carried out on a volunteer basis in Kyiv and the surrounding region to ensure every loss is recorded and every voice is heard.
